q37_emiPrc is defined with a too large scope (not urgent)

Equation q37_emiPrc is defined with a too large scope, covering many FE x TE combinations that are implausible. This creates many useless equations that are also stored in the gdx.

q37_emiPrc(t,regi,entyFe,tePrc,opmoPrc) ..

it would be nice if this could be limited with a $().. statement to the relevant entries.
