RFC: Allow throwing and returning Response in loader to skip rendering the component

Right now it's impossible to skip rendering the component if your route has a default export. The component will always render even if you throw or return a Response object.

Instead it should be possible to throw or return Response objects to skip the compoennt:

export function loader() {
  return new Response('text data', { headers: { 'content-type': 'text/plain' } })
}
export default function Page() {
  // ... this component is skipped
}
