Does Remix <PrefetchPageLinks> skip the server-side loader when using clientLoader?

I'm using <PrefetchPageLinks page="/page" /> component to prefetch a route that includes both a loader and a clientLoader. I've noticed that when the route has a clientLoader, Remix does not prefetch the server-side loader. However, if I remove the clientLoader, Remix correctly prefetches the server-side loader.

Is this the expected behavior when using with routes that define both a loader and a clientLoader?
