Allow to customise de cookie decode data

Hey there,

Remix push some good practice when using cookies:

• automatic cookie encoding/decoding by default
• and an easy way to sign cookie content

I'm trying to make Remix work along a legacy application that does not encode cookies (yes this is just a JSON.stringify). I do not have the luxury to change this behaviour in this application.

I agree that the encoding/decoding cookie feature should be the Remix default. But I think this behaviour should be customisable like the sign cookie feature.

Did you think it's a good idea? I could make the PR if this is a wanted
