Pull Request Compliance Action

Hi Maintainers! We have begun using a GitHub action over at Open Sauced to help with compliance of inbound PRs. The action we use can be configured to look at multiple aspects of the PR other than the code itself:

• check for PR title complying with conventional commits, for semantic release purposes
• check the PR description to see whether it's linked to an existing issue
• check the head branch of the PR to make sure your default branch history stays clean
• look out for whether key files were changed (e.g. package.json)

For any maintainers still considering using this GitHub action, there have been a few more improvements. @MichaelDeBoey made a contribution to use secrets.GITHUB_TOKEN by default in v0.4.0, and in the latest version v0.5.0, the action creates and updates a PR review as the PR author make changes, rather than commenting repeatedly.
