Renovate not running according to Schedule

I have set up a schedule in my renovate.json file like so:

"timezone": "Australia/Sydney", 
"schedule": ["* 22-23,0-6 * * *"],

In the logs, renovate interprets the schedule as:

"Human-readable summary for cron:: Every minute, at 10:00 PM through 11:59 PM and 12:00 AM through 06:59 AM "

In the Developer Portal, I can see a number of updates under the "Awaiting Schedule" section. I was expecting Renovate to create PR's for these updates during the scheduled timeframe. However, there are no logs or jobs that ran within that timeframe. It appears that Renovate did not run at all during the scheduled timeframe, even though it is a 9-hour window.

I wonder if I am misunderstanding how the Renovate scheduling works or if I have misconfigured something?
