ci: automate removal of TODOs in codebase

As noted in #41496, if we're closing Issues/resolving Discussions as part of PRs, we should have a CI check that catches this and makes sure that we don't forget to clean things up in the same PR.

Just to clarify things :

I understand this :
Given the PR concerns the issue #XXXXX
When the basecode contains #XXXXX on the branch
Then the CI fails

Given the PR concerns the issue #XXXXX and #YYYYY
When the basecode contains #XXXXX or #YYYYY on the branch
Then the CI fails

Then my question is :
How to know what is the concerned issues in the PR ? I'm not as familiar with github actions to know that
