Pass --exclude-newer to uv #41654
Description
When minimumReleaseAge is specified, we should make sure that all uv calls include the flag, so we don't accidentally install dependencies that may be newer.
We should perform version detection, to see if we can provide a relative date, or if we need to specify the exact timestamp.
