feat: add complete Laravel Discord logger package

- Implement DiscordHandler for rich embed logging with color-coded levels
- Add DiscordLogger service provider and custom Monolog driver
- Create installation, status check, and test commands
- Include comprehensive documentation with usage examples
- Add MIT license and project configuration files
- Support Laravel 7.x through 12.x with PHP 7.2+ compatibility
