Is the "default" TUnit project template also without the test SDK? If yes, then we should follow the same pattern, I agree.

The TUnit project templates for sure don't have Microsoft.NET.Test.Sdk. This package is for VSTest. TUnit uses Microsoft.Testing.Platform.
