Setup EQD machines on SURF cloud

We have access to Ubuntu 24 machines on SURF cloud to setup EQD.

• Development_RSDQuantum: is dev server. This server will be used at first to test
• ProductionRSDQuantum: this will be production server

Steps:

• Get access to machies
• Install Docker and Docker Compose
• Install RSD test version
