Background image wrapper that works in outlook

Goals

1. A wrapper component that has a background image that also wotks in outlook

Background

I have previously worked with MJML where it is possible to use a Wrapper or a section I think and add a background image. MJML will then create the necessary markup for this to work in outlook.

Proposal

I think this could be it's own component and we could probably draw a lot of inspiration from MJML, however I am not sure if it needs some specific markup around it to work.
