TRestRawSignalRecoverChannelsProcess migration to detectorlib #2
Description
This process is more connected to the detector library since it requires the readout in order to identify consecutive channels to apply dead-channel correction recovery.
If the detector library was not compiled this process will not exist, and therefore it would be more desirable that the process is placed at the TRestDetector naming space.
