Option to re-direct to popup window not working

when creating a new form the option to render the pdf in a popup window does not show.  you have to save the form at least once before the option becomes visible. once the option is available to select it does not do anything.  the form is being created (i can see it in the database) and I can have the form be emailed to sender / recipient but the form does not appear as a popup OR a new window?
