Create Guidelines and Templates for Issue creation

I have noticed that many Issues do not contain Information but the Title and/or some references to chats or screenshots.

A guideline and template for issue creation would be very nice and lower the hurdle for new contributors.
An issue should always contain a detailed problem description and an initial suggestion, where/how this problem could be solved.
