Create a character limit when creating a new project or cloning a project other wise error happens

**Replication Instructions**
1. create a new design project or clone 
2. input a really long name for the project

**Expected Results:**
 Has a character limit on project name

**Actual Results:**
you can type as long of name as you want and will not let you create it do to an error.
