Update emissivity and rates for CHIANTI version 11

It looks like the CHIANTI team recently released a new version:

CHIANTI version 11.0 has been released. It contains advanced models for ionization equilibrium for seven elements (C, N, O, Ne, Mg, Si, and S) that are an important advance for transition region ions. Further details can be found in Dufresne et al. (2024) and the CHIANTI documentation. The advanced models are currently only implemented in the IDL software, but Python versions are in development. CHIANTI 11 also includes updated atomic models for several ions, and an updated radiative recombination energy loss rate.

I’ll get around to creating updated rate, balance, and emissivity files from the v11 data at some point; and also the wavelength-resolved emissivities for the forward model.
