Add unit tests for parsing of .Hstate files

Currently the parsing of these files is not checked.  There is an upstream HYDRAD pull request pending (rice-solar-physics/HYDRAD#110) that is necessary to merge first to account for a non-standard C++ header that behaves differently on different operating systems.
