Automatically quit the application after a period of inactivity

Currently BSC only checks for video EOF while cycling

SHOULD:

BSC should periodically check to see if there has been no user activity (i.e., movement generating speed data), and if so, either warn the user and/or shut down the application after some configurable (TOML) period of inactivity
