Add TRAP_ON_RESERVED_INSTRUCTION

@christian-herber-nxp points out a need to differentiate between RESERVED and UNIMPLEMENTED instructions in #123.

There might also be a need to adjust TRAP_ON_UNIMPLEMENTED_INSTRUCTION since, with things like profiles that are not completely specified, this might not just be a boolean for every encoding in custom.
