There are more issues here. The code above, in isolation behaves as expected, but adding more context:

Let's say we're in U mode, Smstateen is implemented, mstateen0.JVT == 1 (enabled), and sstateen0.JVT == 0. We drop into the first if block, find mstateen0.JVT == 1, and then we're done. We never test sstateen0.JVT because that's in an else block from just the first two tests (mode and Smstateen0).

I think either those else blocks need to be converted to independent if statements, or the if condition within each if block need to be merged with the outer if condition. I'll add such a commit shortly.
