Add section numbers to tags backend

@Timmmm, can we just add section numbers to the existing schema (name, text, section number, book part name for multi-part books) instead of what you proposed in riscv/riscv-isa-manual#1769.

BTW, a good reference for multi-part adoc books (for my convenience as much as yours) is https://docs.asciidoctor.org/asciidoc/latest/sections/parts/

BTW, I'm moving the conversation about the tag facility to this GitHub since this is the repository with the related script.

Just met with Derek and Tim. Tim's going to add a tree to the JSON file that contains information so that downstream tools can compute the section number of a tag as well as the name of the part for multi-part (i.e., adoc "books") if provided with an adoc book. Then the tools I'm creating that consume the JSON file can determine section numbers and part names and add those to the tables of normative rules being put in the CTPs (Certification Test Plans) generated by UDB.

Here's a screenshot of how we are displaying the normative rules in the UDB-generated test plans. I'd like to add a column for section number but need the tags backend JSON file to include this information. @Timmmm, can you assign this issue to you?
