hooks lack support for tolerations and nodeSelector

The job(s) that are deployed as part of the helm chart installation does not have any tolerations and nodeSelectors.
For Kubernetes setups that only contain nodes with taints, the lack of support for this makes it impossible to run these jobs.

The values of the chart should add a section to configure these options.

Helm chart version: 0.2.38 (and perhaps earlier)

The hooks don't share anything for k8s templating with the risingwave components. There has to be new value fields for that.

For those who are facing the issue, the hooks are not necessary and can all be done manually post installation. Set the following values to disable the hooks:

  rootPassword: ""
databases: []
