update arXiv paper (v2)

• v1 on arXiv is around 12MB, reduce the size using ghostScript,
• after proceedings are published, update the Comments section on arXiv and add the corresponding doi,
• after doi is added, the first page on the paper (IEEE copyrights paragraph) can be removed.
