Dev Containers

Hi

Having contributed something yesterday, I thought it best to do the Dev Containers (as I was going to build a council) I thought I'd use the Dev Container stuff. However, that seemed to fail:

Ah, I found https://stackoverflow.com/a/78880055 which explains what to do now the Deb's are not available, apparently.

Not sure if you can just copy and paste that in to the project though :)

Feel free to do it your own way too - I prefer pycharm so never really touched the dev containers lol
