Canonical district names

Here's a revised version of the input.json file, with canonical district names in the wiki_name field for each council taken from data.gov.uk. Thought it might help people find the right council script.

In fact, I found a canonical list of council names so it would make more sense to use those instead of district names.

Attached is a canonical list of council names. But do you want to use official-name or nice-name? Inclined to think that nice-name would be easier to find.
