Passing UPRN as a cookie?

I'm trying to avoid using Selenium as it doesn't seem as robust as going directly to a URL.

Often in the network tab I catch it asking for a UPRN and I can use that. Great.

I've noticed that some, e.g. Basingstoke, seem to use a cookie method. How can I find out whether I can use that method on a council website?

The best user experience to configure exclusively with a UPRN so I'd like to understand methods that only use that.

Very council dependant @OliverCullimore or @dp247 can comment but we tried cookie approach and found it was a lot less reliable
