Contact Information for committees should be provided

Currently there is no way to get the committees using the rulebook. This should be fixed for upcoming events by one of the following options:

• The members of the committees put their official email addresses in the rulebook.
• Appointing one communication officer per committee (advantage: single point of entry solution)
• Email distributors or lists for the individual committees are maintained.

Not all organizers are in our Discord, so there must be ways to reach us from outside.

we get enough spam already on the mailing lists.
