Penalties for teams not providing the required objects

It is defined in the rulebook that every team bring the complete set of objects, cavities and april tag cubes (if used). It is not defined how this rule is enforced and what penalties are given. This has led to teams that not adhere to this rule.

We dont know what rule would make sense.
Can we exclude teams which do not bring a set of correct objects?
Do we even want to do such things?

I think the most serious issue would be if we dont have enough objects for a task.
Would be more an issue for the task generation etc, which would have to be respected.

Our solution idea:

TC can check if teams brought all objects. If a team fails to bring them,
they get less prio in test slot allocation (soft penalty).

TC must note the amount of available objects for task creation!
