Can parent states react to events and have orthogonals?

It seems that the design decision was made where

Only leaf states should have orthogonals.

My understanding is that orthogonals is how the state machine interacts with hardware and react to events.

Does that mean that non-leaf parent states cannot hardware actions and react to events?
