Migrate CI for robotology projects out of windows-2019 to windows-2022/windows-2025/windows-latest #1858
Description
During June 2025, the windows-2019 image will start brownouts (i.e. periods of time in which it will stop working) and then it will be fully unsupported in July 2025: actions/runner-images#12045 .
We have many CI jobs still using windows-2019 across the robotology repos, see https://github.com/search?q=org%3Arobotology%20windows-2019&type=code . We should migrate those to windows-2022 or windows-2025, or if it works to windows-latest . windows-2022/windows-2025 have the advantage of being more reproducible, while windows-latest has the advantage of not having to do this migration manually every few years (assuming everything works out of the box).
