rio openssl module is too old

Need to build a newer version of OpenSSL and statically link it to the python ssl module. However, it seems most people don't really need this at all (the only thing that really needs it would be pip, and all of that is managed through robotpy-installer), so not actually planning to do this anytime soon without significant justification.
