FR community: progress isn't stored using flags

It appears that `HitonowaFlag` is only 0 for unregistered, 1 for registered, 2 for "challenge completed", 3 for "completed" (final cutscene viewed).

I suspect progress is still somewhere in the save file, e.g. the quest task code is only run when the quest is completed, there is no on-demand check.

I'll keep investigating
