add a populate-db command

@sarath-ps yes looks like Faker is the best option.

But that could also be a fixed collection of data, a fixtures.json containing users and contents just to serve as example.

may be https://jsonplaceholder.typicode.com/users can be used to create normal users, along with an 'admin' user.

https://jsonplaceholder.typicode.com/posts?userId=1 could be used to generate content.

We won't be having a dependency on faker,
