Visual studio unknown error Troubleshoot

I keep getting this error when trying to run the base project. The project is straight from source, no edits modifications or anything. No luck. I created the missing blank plugins folder. No luck. Also tried populating it with recommended plugins per documentation.

Double checked correct .Net version. All the SDKs are correct version. I cannot figure it out.

The system cannot find the file speicified
The error is just saying Lively.UI.WinUI.exe file is not found, nothing much to go on.

After cloning the repo, am I required to make changes to the project before the app is able to run? I wanted to test the base app before attempting changes.
