For example, the `NeedCompact()` method of `CompactOnDeletionCollector` returned by built-in `CompactOnDeletionCollectorFactory` requires `BlockBasedTable::Finish()` to return the correct result. The bug can cause a compaction-generated file not to be marked for future compaction based on deletion ratio.
