Plugin System - Overall

As a developer, I should have a pluggable system to turn off or on features, or optionally add my own features that may or may not be inside the actual product. The plugin system should also have clear definitions and documentation for how it will work, operate, and change in Peridot itself.

The plugin system should be modular and allow for configuration inside user-space. We need to understand the scope of what plugins we will create, and how they will interact.
