Syntax for priority settings #7

Come up with a nice syntax to reorder priority settings such as buildings. Specifying a number "works" but it's too low level to be usable. Something like A = before B would be nice but it must take into account the current (overridden) position of B, which implies state... Sometimes there's no B at all: if you want to make A be before anything else.
