Deprecate noetic tests

ros1 is deprecated .
test.yml
The features are still being tested on ros1 es. "test.yml". I think the ros1 tests could be removed.

Thanks for creating this. While Noetic is EOL, there are PRs that add support for the community-supported distribution of ROS 1, ROS-O:

1. Add support for ROS-O (ROS One) distribution #1008
2. Add support for ROS-O (ROS One) distribution setup-ros#854

so I wouldn't remove ROS 1 tests.
