Add bag-decoding storage implementation

## Description

`rosbag2_storage_broll` currently decodes video streams from video containers (MP4, MKV, etc), but the real value is in decoding video streams from bags (mcaps) alongside other playback data.

Write "shim-storage" plugin that intercepts opening, can decode certain topics while passing others through.
