Windows CI binary download fails

The windows CI has been broken for a while but we didn't have a issue to report it. 

The problem is that the ci.ros2.org requires github authentication now which is not really ideal. https://ci.ros2.org/job/ci_packaging_windows/

I know that the Infra team is working on a solution so once that is fixed I'll send out a PR for that (if that is required).
