dnf versionlock plugin cannot lock excluded package in dnf.conf

i exclude all kernel packages in dnf.conf but i forgot about it, then when i use dnf versionlock to lock all kernel pkgs, it says package not found, i spent some hours only to found out it's because i exclude the pkgs, i think this is edge case that needs to be on the documentation

Thanks. I agree that this should be documented, at the very least. A message to the user regarding an attempt to lock an excluded package would be even more helpful.
The issue is also valid for dnf5.
