Unwanted retry instead of error state

Hello everyone.

when I create a controller as in the code example, why would it not enter error state and instead tries to rebuild all the time? Can someone explain this behavior to me? And also explain how I can make it to enter error state instead?

I am using Riverpod 3.0.0
