Replace patching of Quarto TinyTeX install path once installation path is customizable

Blocked by quarto-dev/quarto-cli#11800

Once Quarto allows us to customize the install path of TinyTeX from $HOME/.TinyTeX to other values, we should revert/replace changes made in the following PRs where patches were made to avoid TinyTeX installing into /root:

• Fix permissions errors when calling TinyTeX packages from pandoc #904
• Fix TinyTeX permissions on Workbench images #906
