Add support for HMR/React Fast Refresh

Summary

I think implementing React Fast Refresh to theme-elementary will boost block development speed. I am testing this in one of the projects, and it's working fine so far. And reduced 80% of refreshing pages to test changes.

Acceptance Criteria

• While developing blocks, it should reflect changes live on the editor without refresh.
• It should support Docker and other Local development environments
