I think the actual bug here is - the rtik-filtered output is missing the error WHY tests fail. And they fail because of the sandbox error. Which is hidden. So the agent tries to re-run the command with proxy parameter, then sees the SocketException caused by sandbox, re-runs without the sandbox... Overall results in 5X more tokens for every test run.
