This PR adds rbs for apm_traceable gem.

```
> 1.1
create gems/apm_traceable/1.1/apm_traceable.rbs
create gems/apm_traceable/1.1/_test/test.rb
create gems/apm_traceable/1.1/_test/metadata.yaml
create gems/apm_traceable/1.1/manifest.yaml
create gems/apm_traceable/.rubocop.yml
create gems/apm_traceable/_reviewers.yaml
The boilerplate for apm_traceable gem has been generated.
Start writing the RBS! We recommend to focus on the main API of apm_traceable.
See the CONTRIBUTING.md for more information.
