Idea: Make `submodules: true` the default for Bundler 3

Hi, I wanted to get thoughts on making `submodules: true` the default for Bundler 3 for `git` (and related) sources.

Pro: Repos with submodules should just work.
Con: May unnecessarily download unneeded submodules.
