The issue is described in #7547 -- except it's not bundle [install] but bundle update that is broken still.

Looking at the code, the problem was fixed for clone, but not for fetch; so it needs exactly the same treatment I guess.

Did you try upgrading rubygems & bundler?

Checked with 2.7.2

Correction: it's not just bundle update, it's also bundle install when the lock is missing: any time that lock is updated, that is.
