Configure Docker/Kamal

In preparation to risk proof the future of the Ruby AU website, we would like the ability to deploy the project to a hosting service with minimum fuss.

This will require firstly to set up Docker - we would like the app to still live independently so Devs aren't required to run the app solely through a Docker environment locally.

Secondly the configuration for Kamal in readiness to deploy if needed.

I don't have any experience with Kamal but keen to try. Do you prefer it to have 2 separate PRs one for adding Docker and another for Kamal?

@v3rtx Hi Denis, keep in the one PR 👍 where you require to have any SECRETS in the files, just name them in the PR comment and what they will be for so we can update with appropriate details when we're ready. I haven't had much to do with Kamal as yet but I would generate a new Rails 8 app and look at what has been added to the repository as a hint (especially those Docker setup files). The Kamal docs are good but can be a little confusing. Let us know if you need help. Thank you :)

@leesheppard Hi Lee! Here is a draft PR #438
I haven't tested config without the docker so it would be great if someone with local PG installation would be able to verify if my change break anything.
What concerns Kamal config I've added the gem and initialized with sample config. So when you would be ready to use it you have to update config/deploy.yml to include server config details and .kamal/secrets to describe how to pull secrets.

@v3rtx Heya Denis, I pulled your branch and ran bin/setup, everything seemed fine. I ran the tests with bin/tests and did some manual clicking around, logged in etc - all seemed well.

I see you've added some devcontainers stuff, is that for local development? I don't use devcontainers, were you thinking of adding some instructions to to https://github.com/rubyaustralia/ruby_au/blob/main/CONTRIBUTING.md?

@v3rtx I spoke to soon, I was testing from the wrong folder. I actually have a little problem when I run bin/setup

do we need a conditional like we have lower down in database.yml eg https://github.com/v3rtx/ruby_au/blob/main/config/database.yml#L60 so it can default to ruby_au_development

@v3rtx I am wrong again, I only encountered this problem once I installed dev containers and I think I just didn't/don't understand it so please just ignore me.
